He is referring here to the First Franco-Dahomeyan War which was currently underway in West Africa. The French were at war against the Fon kingdom of Dahomey over control of Porto-Novo. The French hoped to control this important port, but the kingdom of Dahomey claimed it as their territory. Soon, the French were able to establish a protectorate at Porto-Novo. By 1894 they had taken over the entire region as the Colony of Dahomey, which was incorporated into French West Africa in 1904.
