England in Africa

The cabinet in London continues to discuss the partition of Africa with those who are interested. The shamelessness with which Europe has used it might makes right to have its way with the Black continent, will be seen as one of the most shocking things from this time. In all these grabs or transfers of territory, indeed, the poor indigenous people have been consulted as much as chickens are consulted about the sauce on which they would like to be eaten.

England has already concluded three treaties of partition with Germany, France and Portugal.

The Anglo-German treaty, despite some wrangling, is working to a degree. The Anglo-French treaty is very vague; I have even heard it said that it is full of traps for the French. In any case, it is only a draft, which the special commissioners are working out at their leisure.

As for the Anglo-Portuguese treaty, not yet ratified by Portugal, it is known that it has led the country of Vasco de Gama to boil over. The way it is going, this treaty threatens to lead to a conflict in which the stronger will make enforce its will without even waiting for the consent of the weaker.

All that is left is the Anglo-Italian treaty to conclude; it is being negotiated, by the way, at this very minute.
